City of Avoca Residents Will Not See Utility Water Increase in January 2026
The City of Avoca received notice in November that Regional Water will be issuing a $0.30 increase to our cost per 1,000 gallons of water beginning with the January 2026 billing statement (reflected in February’s payment).
How does this affect City of Avoca residents?
The good news is: it doesn’t.
The City has been proactive in managing utility rates and previously adopted a three-year plan that includes gradual, scheduled increases. Because of this planning, the upcoming Regional Water increase has already been accounted for and will not create an additional impact on Avoca residents’ bills. The next scheduled increase for Avoca residents is not until July 2026.
Our goal is always to minimize sudden changes and ensure stability for our community, and this is a great example of that commitment in action.
City of Avoca Utility Rates
The Utility Board adopted Resolution 25-0610-01 on June 10, 2025, establishing the following utility rates, which will remain in effect through June 2028:

Regional Water’s General Manager, Thomas J. Kallman, additionally stated in the notice, “We have received substantial completion of the Minden Pipeline project and are close to completion of the York Booster Station to increase our water source capacity for the Avoca Treatment Plant System. These efforts will result in an increase of nearly 40% in our water source capacity for the coming year. Thank you for your continued patronage and best wishes in all your endeavors.”
