Happy May Day! I want to take a moment to provide some updates on several important initiatives, projects, and upcoming opportunities to engage with our community.
Nuisance & Code Enforcement Program
In February, the City Council approved an updated Organizational Chart, and in March approved expanding the Public Works Director’s role to include Nuisance Abatement and Code Enforcement. This change better aligns with the City’s goal of promoting property maintenance standards that enhance the overall quality of life in our community.
Over the coming week, residents will receive a two-sided mailer designed as a refrigerator-friendly reference, outlining common nuisance conditions and property maintenance expectations. This resource is intended to provide clear, consistent guidance on topics such as building and structure upkeep, vehicles, yard maintenance, vegetation, sidewalks, use of the public right-of-way, building permit requirements, and more.
Our goal is not simply enforcement, but education and partnership ensuring we maintain a clean, safe, and attractive community for everyone. I encourage you to review these materials carefully and contact City Hall with any questions. While we are currently addressing more visible violations, full enforcement will begin July 1, 2026. This transition period is intended to provide residents with time to address any potential concerns proactively.
Building Permits Requirements and Process
Just a reminder, building permits are required to ensure that construction and improvement projects meet safety standards, zoning regulations, and local building codes—helping protect property owners, neighbors, and the community as a whole. Permits are typically required for projects such as new structures, additions, decks, fences, garages, roofing, siding, electrical or plumbing work, and most exterior improvements. Before starting any project, residents should complete the Building Permit Application available on the City of Avoca website under the “Forms” page. Simply download and complete the form, provide any required drawings or details, and submit it to City Hall for review and approval prior to beginning work. The City Clerk and I are available to help with the initial review of applications for any flood concerns or additional information needed before we submit them to the City’s contracted building inspector. Note, this process requires time. A typical application review can take up to 10 days, while more complex projects or situations may take longer. This process helps ensure your project moves forward safely, legally, and without unnecessary delays.
2026 Street Improvement Projects
The City will soon begin several street improvement projects as part of our ongoing commitment to maintaining and upgrading infrastructure. These projects are planned to improve road conditions, replace or improve some storm systems, extend the life of our streets, and address long-term maintenance needs.
If your property is directly impacted, you will receive a detailed letter from me outlining timelines, access considerations, and what to expect during construction. We are committed to proactive communication to minimize disruption and help residents plan accordingly throughout the process. Bid letting and financing are underway to be finalized and approved at this month's council meeting, with a pre-construction meeting planned for June and construction to likely begin mid-June and July. More information will follow.
Avoca Fire & Rescue Station Project & Celebration – May 9th
Our new Avoca Fire & Rescue Station is complete and all fire and rescue equipment is housed under one roof; an important investment in the safety, efficiency, and long-term service capabilities of our emergency response teams. The City wanted to build for the future and this project reflects the City’s commitment to responsible planning and ensuring our first responders have the facilities they need to serve the community and area effectively.
This project was made possible through thoughtful financial planning, including the use of a General Obligation (GO) bond combined with strategic use of existing revenue sources. This approach allowed the City to complete a major infrastructure investment without placing an unnecessary burden on existing taxpayers.
A key component of this strategy is the use of Tax Increment Financing (TIF) and Franchise Fee revenues to support repayment of the bonds. In simple terms, this allows the City to align project costs with new, dedicated revenue streams rather than relying on increases in general property taxes.
General Obligation (GO) Bonds are a financing tool that allows the City to fund projects upfront, backed by its full faith and credit.
Tax Increment Financing (TIF) captures the growth in property tax revenue within designated areas to help pay for improvements that support the development.
Franchise Fees are revenues collected from utility providers (cable, gas/electric) for use of public right-of-way infrastructure.
By combining these tools, the City effectively created a “pay-as-we-go” approach—using growth and designated revenues to fund the project over time, rather than increasing taxes on current residents. This is a widely accepted and responsible method for financing public infrastructure while maintaining long-term financial stability. This process included required public hearings last spring, and the City followed all Iowa state laws and publication requirements, ensuring transparency and accountability throughout. More detailed financing and background information will be provided at the upcoming event, on our website, and to our local media.
Thus, we enthusiastically invite all residents, fellow fire and rescue friends, regional leaders, and all interested to join us on Saturday, May 9th for a community celebration, including an open house (11:00 AM - 2:00 PM), hose uncoupling ceremony (11:30 AM), and street dance (6:00 PM - 10:00 PM). This is a great opportunity to tour the facility, recognize the efforts of those involved, and celebrate this milestone together as a community.
Aquatic Center – Membership & Opening
As we prepare for the summer season, we will be hosting a Pool Membership Sign-Up Night on Wednesday, May 13 from 6:00 PM to 8:00 PM. This is an opportunity to secure your membership and make payment for passes in advance to ensure a smooth opening process.
The Aquatic Center is anticipated to open around Memorial Day weekend, and we look forward to another great season for families and visitors alike.
May 3rd through May 9th, 2026 marks Professional Municipal Clerks Week, a time set aside to recognize the vital role municipal clerks play in keeping local government running smoothly. Established in 1969 by the International Institute of Municipal Clerks and later formally recognized through proclamations by Ronald Reagan and Bill Clinton, this week highlights the professionalism, integrity, and dedication of clerks across the country.
The City of Avoca is proud to recognize Teresa Hoepner, City Clerk/Finance Director, celebrating 25 years of dedicated service, and Wendy Dierking, Deputy Clerk, celebrating her 1-year anniversary with the City. Both work tirelessly behind the scenes to support our community. From managing city records and finances to ensuring transparency, compliance, and smooth day-to-day operations, their work is essential to the success of our organization. Their attention to detail, institutional knowledge, and commitment to public service help keep Avoca moving forward, and we are incredibly grateful for the dedication, commitment and care they bring to their roles each and every day.
