The City of Avoca is pleased to partner with Iowa State University Extension and Outreach – Community and Economic Development to host a Planning & Zoning / Board of Adjustment Training workshop on Wednesday, November 18, 2026, from 5:30 to 8:30 p.m. at the Avoca Veterans Community Center, located at 112 N. Elm Street in Avoca.
The City invites elected and appointed officials, city and county administrators, clerks, planning and zoning commission members, board of adjustment members, school district leadership, and others interested in community planning and development to participate.
As communities continue to address housing needs, economic development opportunities, infrastructure improvements, and future growth, understanding the fundamentals of land use planning and zoning is increasingly important.
This interactive workshop will provide participants with valuable information about the roles and responsibilities of local boards and commissions, Iowa's planning and zoning laws, and best practices for making informed, fair, and transparent land use decisions.
Training Topics Include:
Roles and Responsibilities: Understanding the purpose and function of planning and zoning commissions and boards of adjustment.
Legal Framework: Overview of Iowa Code, local ordinances, and key legal considerations.
Zoning Administration: Zoning districts, permitted and conditional uses, variances, and special exceptions.
Land Use Planning: How comprehensive plans, zoning, and development regulations work together.
Public Meetings and Decision-Making: Best practices for conducting fair, transparent, and effective meetings.
Case Studies and Discussion: Real-world examples and opportunities to ask questions.
